Thanks for your response to my Job Application, Yes I am SEO expert and I have ranked many website with my ON PAGE and OFF PAGE SEO in my 6 years of SEO Carrer, link building methods changes due to change of Google Algorithm and Google Updates ... Now a days Google is Not updating Google page rank, So In google point of view Page rank is not important so far ... What is know ?? its PA DA, page authority and Domain authority ... MOZ rank ... I am Getting back links from many high PA DA websites to rank web pages to page one of Google with main keywords, due to many spamming Google is not trusting new websites too much, So SEO takes time .. If we do White hat work we can get page one ranking after some months.. 

Also in link building Relevancy is also a plus point, if we manage to get back links from most Relevant webpages having high PA DA than we also can rank websites .. examples are :- PBN links, broken link building and Blog commenting ... also web2.0 are playing major part in ranking, if we manage to get high PA DA accounts ?? How ? Its From dead web2.0's .. I am able to find dead web2.0 who has very high PA DA ... 

There are many other ways we can get Do-follow and No-follow back links examples :- PRESS RELEASE posting, DOC Sharing posting, making Videos , listing back links, from reviews etc etc ...
